What PPWR Requires
- Who must comply: Any manufacturer, importer, distributor, brand owner, or e-commerce operator placing packaging on the EU market, regardless of the company's location.
- Declaration of Conformity: Manufacturers must issue a DoC per packaging type, supported by a technical file with design specs, test results, and recyclability assessments. Retention: 5 years (single-use), 10 years (reusable).
- EPR registration: Producers must register in the national producer register of every EU member state where they sell. Non-EU companies must appoint an Authorised Representative per member state.
- Recyclability grading: Packaging is assessed against Design-for-Recycling criteria and graded A (≥95%), B (≥80%), or C (≥70%). EPR fees are modulated by grade. Packaging below grade C cannot be placed on the market from 2030.
- Substance restrictions: PFAS in food-contact packaging will be restricted from August 2026. Packaging must be free of substances of concern beyond defined limits.
- Packaging minimisation: Empty space in grouped, transport, and e-commerce packaging must not exceed 50% from 1 January 2030.
PPWR Key Deadlines
- 12 August 2026: Core PPWR provisions apply across all 27 member states. Declarations of Conformity, EPR registrations, PFAS restrictions on food-contact packaging, and initial design requirements take effect.
- 12 February 2027: HORECA final distributors must allow consumers to use their own containers for takeaway beverages and ready-prepared food at no extra charge.
- 12 February 2028: HORECA final distributors must offer takeaway hot and cold beverages and ready-made food in a reusable packaging option at no extra charge.
- 12 August 2028: Harmonised material composition labelling applies across all member states.
- 1 January 2029: Deposit Return Schemes for single-use plastic bottles and metal containers (up to 3 L), targeting 90% separate collection. Reusable packaging must carry a return/refill QR code.
- 1 January 2038: Grade C phased out — only grades A and B permitted.
- By 2040: Packaging waste per capita must be 15% below 2018 levels.

We are not based in the EU. Does PPWR still apply to us?
Yes. PPWR applies to all packaging placed on the EU market, regardless of where the manufacturer, importer, or brand owner is headquartered. If your packaged products are sold or distributed in the EU, you are within scope and must meet EPR registration, Declaration of Conformity, and labelling requirements in the relevant member states.
We sell in multiple EU countries. Do we need to register separately in each one?
Yes. Under PPWR, producers must register with the national producer register in every EU member state where they place packaging on the market. We are not established in the EU. Do we need an Authorised Representative?
Yes. PPWR requires non-EU producers to appoint an Authorised Representative in each EU member state where they make packaging available. The solution helps you prepare and maintain the packaging data those representatives need to fulfil registration and reporting obligations on your behalf.
How quickly can we go live after purchasing the solution?
Setup involves connecting the PPWR Module to your existing packaging data sources and configuring the sync to the PPWR Web App. In most cases this is completed within two to four months, depending on your system landscape and the number of markets you operate in. The August 2026 deadline makes early setup strongly advisable.
PPWR deadlines are phased through 2030. How does the solution handle requirements that are not yet in force?
The solution is actively developed and updated as PPWR obligations come into effect. When new requirements apply, such as harmonised material composition labelling in 2028, QR code digital identifiers in 2027, or recyclability grade enforcement in 2030, the solution is updated accordingly, so you do not need to track every regulatory change yourself.
